Don’t take this for a hard order because we haven’t seen enough of a lot of these guys and this is off the top of my head but:

I left off Imu because I don’t even know if they’re a fighter.

that's a pretty solid list.

I think mine would look something like this(excluding Imu).

1. Sakazuki(I believe he's stronger than Prime Garp).
2. Mihawk.
3. Kaido.
4. Dragon(he could be number 1).
5. Shanks.
6. Teach.
7. Kuzan.
8. Big Mom.
9. Borsalino.
10. Issho/Green Bull/Orange Admiral.

The top 5 is obviously the dudes we mentioned on discord.

I think Number one could be any of the top 5 except for Shanks(because Mihawk is the WSS).
