Probably she had to left somebody behind to defend the fort and/or they were still too injured to help. If she really demoted them then she has to come up with backups and I don't think she can magically pop out 2 YC lvl dudes (like the WG did for the new admirals). But it would probably be in character for her to do that. Also Oda already did something like this with Magellan
