Eh, depends on if the devils are all of the same strength. For example, I am sure Asta's one will be stronger than others. The guy Yuno beat was like 40 percent, so Zeno should be twice that, so you might have a point. I think we'll get a clearer picture if Zeno and William fight and who emerges victorious.

Well if the devil that Licht and Lumiere stalked is one of the weaker ones, then the case can be made that Zenon being 80% of an average demon means he might be even stronger lol
