Well, I haven't caught up with OP so IDK about the kaido fight and all that shit, but I assumed that was the case since Dragon is the most wanted man alive.
And in OP, at least originally the bounty somewhat co-related to their powerlvl.

So the higher bounty the higher powerlvl.

But on the other side of the story, didn't Blackbeard and his gang drive out the Revolutionaries? So wouldn't that make BB above Dragon?
