It's not. Oda is very clearly showing Luffy to be a Yonko caliber fighter, people are just very conservative with how they scale Luffy because he always has plot on his side.
Normally that type of conservative analysis is fine, but when Luffy is splitting the sky and overpowering hybrid Kaido in base I think it's a little ridiculous to be conservative.

Well if that's true then it sounds a bit more believable. Though, it's like I just said, I haven't read in quite a while so I wouldn't know.
