2/3/4 are basically interchangeable with each other.
Current Teach could possibly be number 1, but I think Sakazuki has the best chance of being stronger than Kaido out of everybody on the list.
I don't really see a reason to separate Borsalino/Issho in strength, but I think Kuzan is above them.

I think Kuzan and Sakazuki both got haki boosts from their fight

but yeah, i agree with the rest though. our lists are pretty similar except for our placement of big mom and teach lol. i definitely do think teach can move higher up and he'll possibly be top 2/3 (others being sakazuki and luffy) in the verse when's he's defeated.
My top 10 would be
