Garp and Sakazuki 100% have it, I would also say that Kuzan 95% has it too(since he was nominated for Fleet Admiral).
Issho has a really good shot of having it too imo.

I think the two main marines of this generation(Sakazuki and Kuzan/Issho) will have it just like Garp and Sengoku did guaranteed.
