Mihawk may very well have superior COA to Roger and still be the overall inferior fighter. Katakuri has superior COO to Kaido but would still get low diffed by him. So Mihawk being superior in this respect doesn't imply that he's stronger overall.

Furthermore, it's not even established that Mihawk was the one to make Yoru black (as opposed to some previous wielder). It seems to be the case, but it's far from confirmed.
