Part of me tells that Luffy doesn't deserve a close to 5 bil bounty because Kaido fought an entire gauntlet of mid/high tiers, but Oda might "leaps and bounds" it somehow with shitty excuses so Luffy's bounty is inbetween WB and Kaido.
