He is specifically noted multiple times to be the strongest *demi god*, when we fight him he is massively nerfed both from Scarlet Rot and from holding back a star/meteor. Since he had been holding back the star, it can be inferred that the Radahn was nerfed when he fought Melania, which is incredibly impressive as

Now, I would say with certainty that Radahn is not as powerful as outer gods like the Greater Will that gave Marika the Elden Ring and speaks through the Two Fingers. Another example would be the outer god of the moon that Renalla worships or the outer god that is likely associated with the Three Fingers.
