Elder Lee HungIt is your misunderstanding of the Balance of Powers that is causing this belief. Navy HQ + Warlords = ALL FOUR Emperors. This is a canonical fact reinforced for years now by several official Viz translators.
For the Marines to suffer heavier casualties would contradict this fact and make the Government far too weak to oppose all Four Yonko.
VinTheMistbornThat contradicts everything about Sengoku's preparation, the World Government's concern over Emperor alliances, and the history of the experienced Emperors. The Gorosei and Marines were freaking out over Shanks and Whitebeard, or Kaido and Big Mom allying with each other. Big Mom, Whitebeard and Kaido were literally terrorists more dangerous than Dressrosa Luffy as rookies and Rocks Pirates.
VinTheMistbornThe experienced Emperors had to carve enough combat ability, influence, and military might that their forces basically had diplomatic immunity from the Marines. Navy HQ + Warlords ain't doing shit against all four Emperors. IMO the collaboration is against one Emperor's crew that might wage war against them, while all four crews are in a stalemate between each other.

Pacifista being destroyed is partly a powerscaling thing tbh. They should all be destroyed, with some Whitebeard soldier casualties. It is still a Marine casualty.
