It's sad that in an arc about Zoans, Sun God Goofy is the only one who has awakened his df xD. Oda clearly hasn't forgotten about awakening - Kid, Law and Luffy are examples. So you can argue both ways.
One thing is for certain though, awakening being a sign of powerlevel entirely or that awakened df users being > non awakened df users by default is not supported anymore.

I agree on this take. There is no longer the possibility of awakening putting Katakuri or Doflamingo above other characters comparable to their respective power. And basic CoC was always a non-factor.
