Owl KiShutenmaru is pretty good too. Unlike a lot of the rest of them, he actually got shit done, gathered supplies and ships and consistently stayed an active thorn in the side of Orochi for 20 years.
Denjiro and Shutenmaru get shit done.
O-Kiku is the literal worst though. Lol.

DragomirWholeheartedly agree, he appears to be the most competent amongst the scabbards and decided to put those 20 yrs to good work by gathering his own allies and becoming pretty much a top ranked official allowing him to get much more work done without adversity. Best character in Wano by far
