@Fleet Admiral Lee Hung im not just talking powerlevel but authority and numbers. crocodile needed two years to build his faction i doubt doffy can do anthying close to that in time for the war, also im pretty sure the celestial dragons kinda disowned him so he can't use that privilege anymore
