As far as insticts go Hyou and Keisha are clearly, clearly, clearly top two, amongst the people we've seen lol. Don't know how good Renpa's instinctual side exactly is so I'm excluding him altogether from this list now.
Gyou’Un:
-had top tier strategy drilled into his brain by one of the strategic GOATS Rinshoujou
-Will body more advanced strategic types even harder than he bodies lesser ones per Garyuu (an extremely reliable source, Heavenly King level and trained by RSJ)
-Has tactically defeated several Generals and Great Generals in the past
-Defeated Ouhon
Elder Lee Hung-Mangled Karyo Ten who defeated High Tier tactician Ryuu Tou
If that’s not top tier, holy shit lol. Gyou’Un’s resume is brimming with instinctual supremacy.
Also, Renpa has top tier instincts. Renpa is top tier everywhere lmfao.
God BuggyAnd that's all great (about Gyou’Un) but Keisha was an instictual general who defeated Riboku a fair few times in war games, who Riboku considered to be the most terrifying of his type, who was Great Heaven talk, who had even Duke Hyou in a bad spot were it not for Shin etc. While the Duke is the pinnacle of insticts in this manga.

Elder Lee HungBut Gyou’Un does not have strategic prowess. He has top tier strategic knowledge which boosts his abilities as an instinctual, and he is the *only* instinctual who possesses this. None of the other instinctual were mentored by a teacher as incredible as RSJ. Riboku played war games with Keisha but did Riboku outright train Keisha? It’s unclear imo.
Elder Lee HungI honestly think Gyou’Un’s offensive instincts are no different from Renpa’s or Keisha’s. It’s just that Gyou’Un is solely an offensive General while Keisha and Renpa can alternate between offense and defense as necessary.
