Again we don't know anything about Imu yet, Oda could still have Imu be a powerful guy who happens to like butterflies. Heck Imu might not even be a guy or a girl.

@Jailer: Imu hasn't directly been addressed as the "King of the World". Rocks wanted to become the King of the World, and Stelly said that he would become the King of the World if he sat on the Empty Throne.
Both Rocks and Stelly are men, so it wouldn't make sense for them to address it as the "Queen of the World".
The people who spoke of the Empty Throne weren't aware of Imu's existence anyway.
