Is definitely symbolic that Fujitora will be an enemy of the Celestial Dragons who live at the top of the Red Line and believe themselves to be gods who stand above everyone else. Fujitora and Ryokugyu are polar opposite characters, one is an explicit Celestial Dragon supporter who believes them to be literal gods, and the other despises the very idea of the World Government viewing itself as a god.

Great find. Yeah Fujitora will definitely betrays the WG at the end, it's not like he's not loyal to them, it's just that his philosophy is differ from what the WG happens to be.
