I have not decided yet....As of last chapter, I think you still could make a case for both, like Lucci in theory has all the necessary tools to deal with Doffy's Awakening and Parasite, but yet he was caught by something as Mole Pistol, something that Doffy can replicate much easier and in higher quantity (perhaps he was just surprised by the way Luffy attacked tho)
