Imo, Hakuki. Hardest of the Qin Six for Renpa to deal with, also the chapter where they show the other states reaction to the new Qin Six speaks of what of kind of beast Hakuki was.

However Ouki was also an outrageously powerful beast, make no mistake. He was drawing with Renpa back in the day, giving Renpa the most pressure and was also said to be the most powerful of the Qin Six.
Claiming superiority (or honestly even being on par) with Ouki is a hard man lol. Hakuki is one of the few people I'd rank higher than Ouki in all time best commanders list.

Maybe in a head on collision, Ouki > Hakuki?

In a 1v1 fight I’d bet on Ouki but in war I’d go with Hakuki. In a head-on fight, we really don’t know what Hakuki is capable of there.
