Ulti's introduction outperformed expectations, so I'm cautiously optimistic that Oda would deliver and make her a highly competent villain (Monet and perhaps Stussy are the only other ones that come to mind). If Oda fails to deliver on Ulti, I would completely stop expecting decent characterisation from women in OP. This is a fig leaf I'm extending just this once.
