Can't really say for sure on the numbers yet, but given they are representative of the non-face cards which make up the card deck together with the face cards (i.e. all stars), they're most likely Kaidou's executives. I also think the Tobi Roppo are Kaidou's executives as well. Will however classify the all stars as "top executives" kinda like how doffy had top execs and regular execs.

They're giants and different-looking creatures, and Queen reiterated that point in the latest chapter by calling them monsters. Then again, they could be in their Zoan forms; they're at most, around Jack's size.

Prior to translating the bit of the current chapter I did, I was also certain the image above was that of a number but the ting is, the way the numbers responded to Queen shouting them out in the last chapter came across as them being incapable of proper human speech but then again maybe they were just too drunk to answer properly lolz.
