I can't imagine that Oda forgot about such a powerful position like Kong's not mentioning that the man in his retired state is looking like a whole unit.

I imagine Kong was obviously on Roger's level ( like Sengoku and Garp ) but as the FA he couldn't go around fighting people like him because he got goaded into it by Roger.

It makes sense for Garp and Sengoku as they were a VA and Admiral at the time, but Kong is way busier and has better things to do than chase his tail.
