I think I might favor Shanks slightly more in a fight, simply because he's Mihawk's former rival and a Yonkou. Bit more prestigious, but they're pretty interchangeable for me.

Elder Lee HungI do not think prime Ray even comes close to out-doing Shanks in hype. Notoriety maybe, but not hype. The Gorosei sent their guards away to speak to Shanks lol. Don't think Ray has earned that honor.
CineraShanks in his part lost an arm, and I think that significantly hindered his potential. I guess Two Armed Shanks might have been able to best Rayleigh, but with only an arm, I would give the fight to Rayleigh at solid high difficulty.

Cinera@Admiral Lee Hung the Gorosei agreeing to speak to Shanks wasn't hype IMO. It suggested that he was either in fact the Red Snitch, or was quite the skilled diplomat. It doesn't really say anything about his combat ability.
You can't compare a "mere Yonkou" to the Dark King himself.
Elder Lee HungI think the Yonko title is for sure greater than being Roger's first mate. The Yonko are the current dominant Pirates, Rayleigh never solidified himself as being on that level. Against the Roger Pirates, his place seemed to be pretty firmly in the underling category.
CineraWell, everyone knows who the Dark King is, and some Grandline Pirates didn't know who the Yonkou were.
