The Sannin were much more important in Part 1 than they ended up in Part 2, so I definitely think that plays a role. It’s especially weird when we consider that Itachi’s intro arc has Orochimaru bitching about how 13 year old Itachi was stronger than him and how Jiraiya was always relative to Oro.

But in part 2, Sannin hype plummets when you have the Akatsuki all bring around their level and the Gokage who has 3 members arguably superior to every Sannin.

In a fight, Gaara would crush Tsunade. He’s got flight and can constantly make his own desert. Big ups is his attacks would bury Tsunade, she’s got regen but that isn’t shit to suffocation.
