Probably Ouki in a close war. Most battles between these two would probably come down to 1v1s between Ouki and the Duke, and Ouki is a bit stronger.

iirc Ouki stated that the Duke's soldiers are individually superior to his but when Ouki leads in the front his army turn into demons so their forces are overall evenly matched.

I think Ouki takes it high diff both in a dual and in warfare. For combat, we saw Ouki nearly win against Houken twice with interruptions saving Houken's hide. Hyou performed way worse against Houken with the only damage he did being an all or nothing gambit that temporarily crippled Houken's arm.

For warfare, Ouki seems like he is familiar with Instinctual Types with his exposition at Dakan Plains being our first insight into Instinctuals. Hell, Hyou needed a lot of outside assistance against Gokei to win (Ouki spontaneously appearing and Gokei's own personal stubbornness) and Gokei seemingly didn't have much experience with Instinctual types. Hyou also has a habit of racking up disgusting casualty rates.
