Cinera
The basic set up is that you submit a prediction for each bounty, and you recieve points based on how close it was to their actual bounty. The system I have in mind is:

* 50 million belli difference: 10 points.
* 50 - 100 million belli difference: 9 points
* 100 - 150 million belli difference: 8 points.
...
* 450 - 500 million belli difference: 1 point.
> 500 million belli difference: 0 points.
* 50 - 100 million belli difference: 9 points
* 100 - 150 million belli difference: 8 points.
...
* 450 - 500 million belli difference: 1 point.
> 500 million belli difference: 0 points.

Predictions are locked once the first Tobi Roppo bounty is seen (as this would provide significant information about the bounties of other members of the Tobi Roppo).
