He just doesn't have the DC to isolate Pica from his golem, or the AP to defeat someone that could tank a 1080 Pound Canon without haki reinforcement, and is capable of full body hardening.

Anyway, Pica can't beat Sanji. He just requires a very specific skill set to beat and Sanji doesn't possess it. Many characters stronger than Pica (e.g. Queen) probably don't possess the required skillset either.
