Given the above, I think the Zoro will surpass Roger hypothesis has a lot going for it, and there's not really much reason to believe he wouldn't surpass Roger except for preconceptions regarding power inflation.

It's not like Mihawk is a cap for EOS Zoro either. As I explained in the below thread, EOS Zoro beats Mihawk with at most high difficulty, and may well beat him at medium difficulty:

The main reason to be confident that EOS Zoro wouldn't surpass Roger is if you adopted the stance that Roger was in fact not a swordsman. That seems like a very hard position to defend though.

You could also take the angle that such power inflation would not happen, but there's not really much reason to take that position credibly:
* Oda previously planned for the Yami Yami no Mi to give Blackbeard power superior to the three admirals.
- He scrapped that plan, but it seems Blackbeard would instead gain three top tier devil fruits and may end up that strong anyway.

* Imu's existence was revealed, and he may be a god tier character in One Piece.
* There would be a great war after the One Piece is found (so presumably after Blackbeard has been defeated).
- There may be even stronger antagonists following Blackbeard.
