Pay Pay is treated like the runt of the litter and needs his Onee sama to stand up for him. I wouldn't be so sure.

Oda is terrible with women, so it's possible Pay Pay might appear stronger when he's in fact weaker (think Cracker vs Smoothie). They're bounties should make the truth clear though.
