I do agree that they are probably all zoans, but for meta thematic reasons (see X-Drake getting an ancient zoan) and not for in universe reasons (Jack, Queen and King happening to have names corresponding to card faces for example). They might even be all ancient zoans.

If Luffy and Kidd joined the Beast Pirates though, thry would have been promoted despite their lack of zoan powers.

Y'know, I can't actually remember if it's explicitedly stated he wants his crew to be Zoans. But given he's King of the Beasts, his crew are called the Beast (Animal Kingdom) Pirates, his three main guys have Zoans, the two revealed TR have Zoans, and all the working SMILE's are Zoans I think it's fair to say that's his dream, and he doesn't give a fuck about Paramethia or Logia's.
