Because Cracker's CoA was able to damage Boundman. Biscuits—which Luffy DID NOT HYPE UP FOR TOUGHNESS—Weren't *demolished* by Kong organ. Broken but not utterly. And Cracker cannot use CoA on his soldiers when far away. So that would put his COA >>>

@TheAncientCenturion Zoro is genuinely a much worse matchup for Cracker.
His AOE and range is simply massive. He can casually dice mountains and has shown over a kilometre in range. He can generate massive tornadoes that split thick iron shells like fruit. He can further imbue those tornadoes with haki. Sword slashes are way more lethal than fists, and would overcome tough durability much easier than Luffy's fists.
