RobertoTheOharaSurvivorSnow probably saw more and more of Lucy Gray in Katniss as that first Hunger Games proceeded: Making a loud first impression at the Reaping, becoming a darling of the Capital, Peeta’s love for her and determination to keep her alive, just like Snow’s own determination to save Lucy as her mentor.
RobertoTheOharaSurvivorWatching her sing the same song to a dying Rue that he had heard Lucy sing in a meadow so long ago. All those dormant memories came bubbling forth, reminding him of the “weak” man he used to be. He had never been able to truly resolve things with Lucy, so Snow probably took all those feelings he had over her and turned them on Katniss, developing into an obsession, a hatred.

Perhaps the other reason he firebombed District 12 wasn’t just to punish Katniss, but to eradicate his past. To let the past die and burn those memories away.
