Even Mougou’s own men were completely caught off guard by how dangerous that fort actually was. Renpa even directly compared Mougou’s fort to Ousen’s, saying that Ousen’s fort was flawless and had no openings, while Mougou’s appeared to have openings at a first glance but this was actually bait in order to lure the enemy in to their extermination.

Mougou may have not compared to the Qin 6 but he was definitely a great general, no general beneath Heavenly King tier is beating Mougou lol

Mougou's fort is impressive, but I think his biggest asset as a general is his eye for talent and open-mindedness

I feel bad for Mougou that even his greatest feat is kind off just a bigger feat for the Goat Renpa. The way Renpa conquered that fort is one of the top 10 greatest Kingdom feats imo.

What you have to understand though is that fort was concocted through several decades of preparation. It's still impressive what he came up with, but that's something any standard general could feasibly accomplish with that amount of prep time.

Mou Gou for sure has gained tremendous amount of experience from the years' worth of direct competition against Renpa for recognition in their military campaigns. It probably was the main reason why he was chosen as the leading Great General for the Sanyou campaign arc.
He also has the ability to pick out commanders with serious talent (such as appointing Ousen and Kanki as Vice Generals).
