Yes Kuzan implied Doffy superior, and for now I take it as granted and I have Doffy slightly above her.
But Doffy is not just a fighter, he was the king of the black market, and as we are seeing, taking him down has huge consequences on the whole world balance.

1. Doflamingo has no superior portrayal, other than fans not being able to comprehend a scene related to his connections & influence. Failing to understand that the connection between the two was only made because they're only two warlords who were rulers of a nation. Yet a simple comparison like that is turned into powerlevel portrayal.

People put Hancock above Doflamingo, because she actually has superior portrayal that isn't vague or reliant on your interpreting order of freaking panels to judge somebody's strength.. or relying on misinterperting a scene related to political power (no diff. the Yonko scene) and turning it into a powerlevel scene.

Boa portrayal is good and she is high tier without any issue for me.
