Kisame has hard counters to most of Itachi’s arsenal. Amaterasu? Samehada can just suck it up. If they’re in Kisame’s water dome, Itachi’s fire style could hurt him too by making the water he’s in boiling hot. Samehada might also be able to break Kisame out of genjutsu. Susano’o and the Yata Mirror won’t stop Itachi from drowning
