NikaInParisMaaan, I'm rusty as hell on my asoiaf knowledge. I think currently it's Stannis. Robb had a lot of potential and could have grown into a formidable general.
Tarly is good but imo he's considered better than he is due to who his liege lord is and the contrast between them.
