That was Sengoku who gave the orders I believe. He didn'y like it himself. He wanted a fair and square fight and said so himself in their clash, as in WB wasn't paying attention when Akainu was attacking, and instead of using this window of opportunity to his advantage Akainu told WB to pay attention to the fight.
