I don’t think the message itself would make Kizaru turn against the WG. The man already knows that the CDs beat, rape, torture, enslave, and murder innocent people on a whim, so what dark secret could VP possibly reveal that will make the WG look even more evil than Kizaru already knows it is?

Kizaru being aware of the evil doesn’t mean he believes the government itself is an evil entity on the whole. He definitely does not know about Imu, which means Kizaru may fundamentally believe the government is a democracy.

Most soldiers serving in the military of the US for example are aware that the country is pretty evil, but I think most still believe in the cause of democracy/“freedom” for example. Learning that the US is actually a secret dictatorship would definitely shake up the military.
