I think Rayleigh was portrayed as Rogers partner and friend, he was portrayed as a legend as well which is why I have him close to Roger in strength. The only true equal we have of Roger shown in the manga is Whitebeard though, surely if Rayleigh was equal to Roger we wouldve gotten statements from either the author or characters in verse by now but we got nothing. I think its a fair take imo.
