Zoro was always a lot stronger than Sanji. That thriller bark love tap is all that we need to see to know how Oda feels above Zoro and Sanji. Just look at obvious. Oda has Zoro and Luffy have equal serious battle.

Or simply compare Zoro's Portrayal against Kaido and Big Mom to Sanji's portrayal against Saturn Kizaru and Venus.
This was Zoro before CoC and he had Kaido Big Mom respecting him, fearing him, sweating against him, have their serious combined attack blocked, get scarred while Sanji got eye diffed, one kicked and bit and tossed aside like a bug.
Sanji isn't even as strong as Lucci much less Zoro.

Pre skip gap was just as big. It just wasn't as in our face as Yonkou and Commanders weren't introduced.
