Laffitte never was a likely candidate in my book, I think the only ones who might face him are Pizarro, Shot, Sanjuan Wolf and maybe the 10th Commander depending on his personality, strength and abilities.
Chief of staff is a vague status, Trebol was Doflamingo's chief of staff but didn't seem to have a higher position than Pica and Diamante. Also Burgess looks like a complete brainless dumbass while Lafitte is a smart guy, that could explain why he has a higher a position (if he really does).
