Yeah it really could be that. Gyaban already said that Zoro's king's haki flows without control by the swordsman, so he already knew Zoro has King's haki when they fought. So Gyaban really was referring as "the one more person with king's haki" to Sanji.

This is Sanji's face after the Gyaban talk. Don't know, but it does not seems like he is somehow sad or depressed. Sometimes Oda forget some particulars (like Luffy's or Zoro's scars) but he get the characters expressions right. :quest:
The Sanji panels between the Loki interruption are weird. It sure means that Sanji and Gyaban were talking and Oda decided to left it out on purpose.
Considering how Sanji behaves after that, in a pretty normal way, it not seems like Gyaban denied the possible conqueror haki in him. By the way...
