Well, you can call this the first round of the final battle that will happen at the end of this saga. For example, Luffy loses the battle to Rob Lucci in W7 but wins the fight in the next arc: Ennies Lobby. Plus to this, losing the battle doesn't mean that Imu will conquer Elbaf.
