Zoro case is indeed a surprise attack so Haki ain't needed. Zoro is flesh. Vergo probably expected Haki (defense) so he used Haki too,that's just basic logic for close range fighters. Garp used Haki on his hands so thinking he didn't use in his body too is silly.
