Oda's pacing has been alright since Wano tbh, its just we had alot of breaks due to the live action etc. Luffy will 100% meet Shamrock before Zoro.

Yeah that is a way Oda could do this however I doubt Shamrock is going to get beaten here.

Shamrock got trained by his father Garling. Its not hard to understand why he'd be powerful.

Maybe its a reverse play on it. Clover wanted to uncover the truth and managed to find the name of the destroyed kingdom and Shamorck is the opposite and is trying to silence the truth and oppress people.
