Haki is the best power system in shonen imo, it's simple, universally accessible, hype, versatile, and the rules are consistent

From egghead, we saw Kizaru takes orders from Saturn and is fine with his gorosei transformation. Hypothetically though, say the navy sent an admiral to Elbaf and they encountered Imu. What happens, do they disobey his orders, do they ask more questions, or just the same as Kizaru and Saturn?
