What is fascinating about Xebec's character is he always had the ambition to destroy the system, because to him, eternal power doesn't exists
His speech in a sense was an indirect reference to Imu's(immortal) rule since the Void Century(more than 800 years ago)
And he even had the mindset...
The fact that Oda is still conveniently hiding Xebec's bounty at this stage shows that he is reserving it for an important moment later.

It was so "minor" for him, that Oda focused more on him kidnapping the Kings, meeting Imu and so on in the same event he killed an admiral :Toriyamatroll:
