I think it's because the "sun world" is at a high enough altitude to where white sea clouds can form. Also white sea clouds have the pyrobloin molecule from seastone, so it could be to do with filling the air with that molecule.

Don't forget Kidd. He's washed up somewhere in the underworld area having lost his ship and crew, while wonderkid Goofy gets all the love. What happens if he finds out about Romance Dawn from Collun or another giant? Possible villain arc imo. He could be the one to release Loki, or team up with...
