Ryou is seperate to hardening, both are forms of arnaments haki.
Ryou isn't Wano's general term for haki, ryou is the term they use to refer to haki that is present outside the body. Ryou isn't observations haki, or conquerors haki.
Anyone saying that Ryou is Wano's general term for haki is wrong.
