The whole point of Kid and Law getting destroyed like that was that only a very few pirates make it to the very top. You have 3 ambitious young pirates with Luffy,Kid and Law and only one of them will survive and climb to the top.

Not trying to defend Oden here but I mean we can't really compare his status with Ray and Gaban who were full fledged members of the Roger crew. What if Oden is just not included here in the strength ranking? I mean he was only with them for a year.
